Job Summary

Provide strategic leadership and direction for all Utility activities required to plan and execute licensing and permitting support for Projects & Construction large capital projects as well as Division projects in environmentally sensitive areas. Organize and implement a results driven, technically competent, project licensing management team, to effectively work with regulators and stakeholders to enable P&C to achieve on-time, on-scope, on-budget and "in-compliance" projects. Manages internal and external resources to prepare negotiating positions, permit applications and supporting material and submittals necessary for federal, state, regional, and local permits, licenses and approvals for a $200 million to $400 million yearly capital program.

Job Responsibilities

•Direct and lead the licensing and permitting activities for the negotiation and acquisition of federal, state, regional, county, and local / municipal authorizations and / or approvals by planning and execution of integrated regulatory strategies to meet business objectives •Provide leadership to and development of the responsible functional teams. Provide accurate and timely feedback regarding performance and operations. Conduct performance reviews and identify opportunities for growth and learning for all personnel •Develop and implement strategic objectives. Provide direction and leadership and apply benchmark learning's to focus efforts on achieving company and business unit goals. Monitor, review and provide guidance to meet scorecard metrics around safety, productivity, reliability and client service and financial objectives •Regularly interfaces with key leadership while representing the Utility on issues and initiatives related to the assigned functional areas. Interface with key stakeholders including customers (internal and external), local and state government agencies in order to resolve issues that could impact successful execution of the Construction work activities. Develops and executes, along with Governmental affairs and regulatory legal, regulatory/legislative strategies. •Oversees and assures completeness of permit applications in accordance with PSEGLI policies for a $200 million to $400 million yearly capital program. Provides planning, permitting schedules and cost estimate inputs in support of all air, land, water, and real estate contracted services to secure the regulatory approvals for new construction and modifications to existing facilities •Participates in meetings with local, state and federal agencies relative to environmental issues/permits. Provides information in support of written comments and public testimony on regulatory proposals. Develops and creates environmental studies to satisfy permit and regulatory requirements as required

Job Specific Qualifications

Required
•Working experience with regulatory agencies for environmental and construction-related permit programs. (New York State SEQRA, Wetlands, SWPPP etc) •Bachelors degree in Engineering or Environmental Science is preferred. Other Bachelors degrees in the field of science may be considered •Very strong verbal/written skills. Ability to work with and positively influence teams. Collaboration, negotiation and communication skills •Championing growth of skills of self and others through effective leadership •Previous experience in major construction projects •Proven leadership ability, demonstrated high level management skills •Proven performance and project management skills, demonstrated ability to develop and implement process enhancements and efficiencies including new technologies, and demonstrated business acumen •Ability to manage multiple complex projects and deliverables simultaneously and think strategically •Ability to achieve results using managed risk. Ability to leverage corporate and external resources to accomplish objectives

Desired
•M.S. in Environmental, Engineering, Science, City and Regional Planning or equivalent •15 years of regulatory experience •Work experience in environmental consulting •Licensed Professional in discipline of expertise •Experience supervising or managing staff
