Job Summary

The primary purpose of the position is to develop, interpret and manage PSEG Long Island's-long term resource portfolio financial modeling efforts and presenting those results, including associated recommendations, to senior management of PSEG LI, LIPA and other stakeholders. This entails, among other activities, ensuring that the Company consistently, appropriately, and accurately develops and maintains annual and 5-year and 20-year resource related operating budgets, establishes supporting plans, and monitors ongoing performance. Effective execution of these tasks requires a keen understanding of power supply planning including the recognition and incorporation of local, state and federal policy objectives and mandates, Independent System Operator (ISO) energy and capacity markets, Purchase Power Agreements (PPA) contract terms and conditions, energy efficiency programs, new market initiatives, rate design and cost allocation and hedging strategies. This position drives the design, preparation and monitoring of that portion of LIPA's operating budget associated with all power supply related costs, which, in aggregate, represent over 50% of LIPA's annual revenue. Additionally, a critical purpose of the position is to maintain open and regular communication with LIPA and PSEG Long Island executive management, as well as with representatives of state agencies and other external entities, regarding planning and policy related matters. The person in this position also prepares and sponsors power supply related testimony in various proceedings including rate cases.

Job Responsibilities

•Responsible for the overall development of LIPA annual operating budget for all power supply related costs as well as 5 and 20 year projections. •Regularly lead groups of various Power Markets and other Company staff to understand, analyze, and develop Company positions regarding capital investment, O&M expenditures, customer rates, and public policy issues. Examples of such efforts include development of an Integrated Resource Plan (IRP), studies conducted in response to regulatory or legislative mandates, or analyses in support of legal or regulatory proceedings. •Responsible for managing and accurately calculating the monthly Power Supply Charge (PSC) that underpins the collection of approximately $2 billion in annual revenue as well as the 6 and12 month rolling average PSC values used in the balanced billing program. Accurate calculation is critical in order to ensure the timely recovery of costs while minimizing month to month fluctuations in customer bills due to changes in the PSC, which is a direct driver of customer satisfaction metrics. •Conduct special studies/analyses when requested. Examples include: repowering certain PSA generating units; NYS Clean Energy Standard; NYSERDA's off-shore wind initiative, and responses to RFP's. •Interacts with senior PSEG management to present information on the financial implications of resource plans, the impact of the power supply charge on customers' bills, and LIPA's operating budget. Provides supporting information and expertise to LIPA's leadership. Responds to inquiries and interrogatories from federal and state agencies and external management auditing firms and provides expert testimony and knowledge of LIPA's business plan. •Works across multiple disciplines to understand overall business impacts to LIPA's budget. Regularly meets with PSEG Long Island business leads in finance, planning, strategy, generation, transmission, operations, customer service, rates, and legal to understand and/or explain how contracts/plans affect customer charges and power supply. Develops and maintains models and supplementary analytical work in support of decisions pertaining to strategic planning, contract disposition, and resource sourcing. •Evaluates existing contracts to ensure compliance; provide expert analysis as to whether a contract should be renewed or a plant retired and, if so, under what conditions; and, evaluate contract impacts on any current or future business including financial and/or environmental conditions. Understand implications of external influencers and how to address issues and concerns to balance the overall budget minimizing effects on customers' bills. Contracts include the Power Supply Agreement (PSA) with National Grid and various purchase power tolling agreements collectively totaling over 5,000 MW of capacity.

Job Specific Qualifications

Required Experience, Skills, and Knowledge:

• B.S./B.A. degree in engineering, mathematics, finance or economics.
• Minimum 10 years of related experience in the utility or power industries and/or regulatory agencies.
• Note: The job requires driving personal vehicle on occasion to company locations and off-site assignments and events, must possess a valid driver's license with a safe and satisfactory driver history.

Preferred Experience, Skills, and Knowledge :

• MBA with actual experience in one or more of the following areas: power plant operations; system operations; production cost modeling; integrated resource planning; regulatory oversight
• Master's degree in engineering, mathematics, finance, economics, or related field
• Knowledge of rate design and cost allocation principles is a plus.
• Experience in rate design and cost allocation is preferred
• Experience with forecasting and deferred accounting

• Excellent analytical, critical thinking and negotiation skills.
• Extensive knowledge of the power market industry, particularly aspects related to generation, transmission, distribution, and fuel supply, as well as understanding key energy industry issues, including opportunities, threats and trends.
