Job Summary

Provide strategic leadership and direction for activities required to plan and execute all aspects of environmental and regulatory requirements in support for the Projects & Construction portfolio including 500kV Transmission Back-Bone Projects, 230 kV system conversions, PJM Regional Transmission Expansion Projects (RTEP), 69kV Transmission Expansions, Transmission Life Cycle Program, Large/Complex reinforcements and relocations, flood proofing/hardening other large utility projects. Lead an environmental department dedicated to executing and maintaining environmental compliance for an entire Utility including Gas and Electric construction projects and operations. Organize and implement a results driven, technically competent, project licensing management team, that can effectively work with regulators and stakeholders to develop creative solutions to enable DP&C and Gas to achieve on-time, on-scope, on-budget and "in-compliance" execution of projects. The total annual capital budget is more than $2 billion dollars. This position also leads the permitting efforts for Utility projects, Solar installations and vegetation management (Transmission & Distribution). Plan and execute all aspects of the environmental and remediation projects at all Utility Company facilities past and present. Lead and direct the ongoing implementation of the Manufactured Gas Plant (MGP) remediation program and the environmental cleanup and regulatory signoff of other Utility properties. The current MGP Program is estimated at $714 Million and an annual O&M budget of $70 million. Regularly interface with Senior Leadership of regulatory agencies including federal, State, regional and local officials (i.e. Commissioner\Asst. Commissioner NJDEP, Department of Interior Secretary's Office) to negotiate permit conditions and gain approvals necessary to execute the DP&C and Utility projects. Interface with Non-Governmental Organizations (NGO's) and other stakeholders (internal and external) to discuss key issues related to the approval and compliance process.

Job Responsibilities

• Develop and implement strategic objectives. Provide direction and leadership from a regulatory and permitting perspective to focus on efforts on achieving company and buisness goals. Monitor, review and provide guidance to meet scorecard metrics around siting, safety, productivity, client service and financial objectives. • Provide leadership to and development of cross functional Project teams. • Regularly interfaces with key leadership while representing the Utility on issues and initiatives related to the assigned functional areas. • Direct and lead the permitting and licensing activities for the negotiation and acquisition of federal, State, regional, county and municipal authorizations and/or approvals by planning and execution of integrated regulatory strategies to meet the business objectives. • Lead and direct the ongoing implementation of the Manufactured Gas Plant (MGP) remediation program • Negotiate and collaborate with external clients including regulators and property owner, comitting corporate resources to achieve remedial closures and/or agreements including reimbursement of costs from the NJ Board of Public Utilities and Insurance Comp

Job Specific Qualifications

Basic Qualifications (Education, Experience, Skills, Knowledge):
• Bachelor's Degree in Engineering or Science • Extensive experience (15 + years) operating, engineering or regulatory • Extensive managerial experience • Extensive knowledge of environmental remediation , the licensing and permitting business • Extensive knowledge in environmental compliance • Experience in construction and project management • Must possess and maintain a valid driver's license
Proven leadership ability, demonstrated high level management skills in coaching and development of business skills, proven performance and project management skills, demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change, demonstrated ability to develop and implement process enhancement and efficiencies including new technologies, and demonstrated business acumen.
