Job Summary

The position is responsible for developing and implementing strategic outreach and communication plans to advocate and gain support for PSEG initiatives, legislative and regulatory proposals, and projects to a wide range of external audiences.   Primary audiences include district offices of federal legislators, state, county and local elected officials, key business decision makers, public policy influentials and community organizers.  The position requires engagement of stakeholders throughout the enterprise on matters of importance to the company and entails advising internal stakeholders on the external implications and cost/benefits of decisions.  The position serves PSEG as a corporate representative supporting District Managers, SGA, and RPA in the towns, villages, counties, state legislative districts and congressional districts.  Responsibilities entail leading internal teams to develop plans and strategies that achieve milestones and goals while minimizing the impacts in communities.  The position is also required to advocate with federal, state, and local legislative offices on regulatory and legislative matters pending before legislative bodies as well as serve to resolve escalated constituent issues as a means to leverage relationships to gain support for PSEG initiatives.  The position requires a close working relationship with PSEG stakeholders throughout the enterprise as well as with emergency management official activated during emergencies serving as the single point of contact with these offices during extended restoration periods.  The position frequently advises and directs the activities of projects teams as appropriate to successfully gain the external approvals needed to expedite project timelines.  The position is a key source of advice to internal stakeholders on the political and community impact of corporate decisions.  Active participation and engagement with nonprofit organizations is required, frequently beyond normal business hours and on weekends.
The position requires availability 24/7 during storms and restorations and for matters involving elected officials and media inquiries. 

Job Responsibilities

•Advocate before community members, civic associations, and at community meetings •Advocate before local and county public bodies and officials to gain support for PSEG LI positions and projects •Present at public sessions and before official government bodies and business forums to advocate for PSEG LI positions and project approval •Develop and implement strategic planning and outreach plans in coordination with PSEG District Mangers and Federal and State Government Affairs as appropriate •Provide strategic guidance to PSEG internal stakeholders such as project managers, engineers, legal, regulatory and permitting  associates  to gain required public sector approvals •Lead internal teams from Enterprise organizations to develop plans and strategies that achieve milestones and goals while minimizing the disruptive impacts in communities •Represent and negotiate on behalf of PSEG with local and county government.  Assembles experts from the appropriate company and line of business to successfully resolve matters related to a range of utility issues such as: transmission upgrades, network reliability, street light outages, storm restoration, collections, road opening permits, electric delivery and sub-transmission capital projects, renewable energy installations, and all electric utility related matters •Document PSEG outreach and communication initiatives •Develop strategic communications for community members describing PSEG initiatives in local communities •Represent PSEG before the state Public Service Commission.  •Develop materials describing PSEG outreach plans and initiatives for presentation to the state PSC. •Provide overall coordination and management of department members to achieve strategic Enterprise goals

Job Specific Qualifications

Required
•Bachelor's Degree and 9 years' experience in community/government or in the public or utility sectors in combination  with experience in Communications, Public Affairs, Legal and/or regulatory areas.  Must have demonstrated managerial experience.  •External candidates should possess experience in the fields of community relations, public boards or committees, elected or appointed government or public sector experience, or large scale construction project experience •Must possess a valid driver's license. (Extensive in-state travel is required) •Must foster an inclusive work environment and respect all aspects of diversity. Must also demonstrate and value differences in others' strengths, perspectives, approaches, and personal choices •Exceptional communications and interpersonal skills developed through interaction with executives, public officials and community/local boards. •Writing, presentation and public speaking skills •Project planning and management •Lobbying skills, or experience in governmental process advocacy
