Job Summary

Provide project related estimating services to the Lines of Business in managing their business decisions that result in reliable, total project cost estimates. This requires thinking out of the box using strong conceptual, engineering and estimating skills for utility construction projects. 

Job Responsibilities

  • Prepare detailed and high-level cost estimates for electric transmission, distribution and substation projects.
  • Prepare conceptual cost estimates from one-line diagrams , engineering drawings and sketches.
  • Perform review of project scope and scope assessments (risk).
  • Research, analyze and evaluate information pertaining to technological advancements 
  • Consults with various businesses, on options, costs and technology/IT alternatives.
  • Develop detailed bid estimates, evaluations and analysis to assist in the performance of contractor reviews. 
  • Communicate with project management and internal stakeholders on proposed changes and adjustments to cost estimates.
  • Establish a mechanism to continuously update cost and labor databases.
  • Analyze and assess project alternatives to identify most cost effective option.
  • Prepare range estimates for ambiguous scope items.
  • Directly communicate with industry experts to obtain and evaluate information relating to productivity standards, equipment and technological advances.
  • Identification of scope assessment (risk) to determine financial exposure of a project assuring proper funding to complete the project. Provide project team with identification of areas that require increased project control effort to avoid over-expenditures.
  • Analyzes and archives project estimate and cost data, establishing a foundation of historical documentation

Job Specific Qualifications

  • Bachelor's degree in Engineering, Construction Management or a Business discipline 
  • 8+ years of experience in estimating, scheduling, engineering, business financials, construction, and/or project management
  • A minimum of 4 years of experience in estimating
  • Previous experience with SAGE Timberline or other Estimating Software is a plus
  • Knowledge of electric utility operating policies, processes, and procedures 
  • Qualified candidates will be able to identify estimate types, classifications, and components
  • Familiarity with substation/transmission line equipment and operations
  • Able to read/understand electrical one lines
  • Ability to prepare conceptual cost estimates from one line diagrams and general arrangement drawings
  • Familiarity with the concepts of Work and Cost Breakdown Structures
  • Proficiency with Microsoft Word and Excel
  • Adaptable, self-starter who is client-focused and encourages teamwork
  • Excellent communication skills
  • Ability to develop high level, complex estimates
  • Interpret and understand project requirements
  • Must possess a valid U.S. driver's license and maintain a satisfactory driving record
  • Department of Energy's regulation 10 CFR 810 is required
